The UAE cohort of US$30M+ individuals reached 4,851, up 55% from 3,193 in 2021. Knight Frank projects 6,588 by 2031, a further 36% expansion, outpacing the Middle East regional forecast of 32.1%. Dubai recorded 500 residential sales above US$10M in 2025, totalling US$9.05bn, up from 435 sales worth US$7.09bn in 2024.

UAE cities advanced an average 33 places in Savills’ Resilient Cities Index 2026, driven by infrastructure investment. Dubai has earmarked 48% of its 2026 government spending for infrastructure, against a developed-world average below 20%. Knight Frank forecasts Dubai prime price growth of 3% and mainstream growth of 1% for 2026, a moderation after a 25.1% prime year, into a market underpinned by wealth migration rather than speculative cycles.

Occupancy Certificate Deadline Extended
Abu Dhabi’s Department of Municipalities and Transport has extended the mandatory occupancy-certificate deadline from 16 September to 30 November 2026 under Administrative Decision No. (1) of 2024. Non-compliance carries an administrative fine of up to AED 1M, and ADREC will block new lease registration through Tawtheeq for units without a valid certificate.

Shared Housing Permits Open
Circular No. (1-3-1) of 2026 implements Dubai Law No. (4) of 2026 on shared accommodation. Applications run through the Dubai Building Platform from 8 September 2026. Permits are valid for one year and renewable; the whole building or villa must be allocated to shared housing, limited to one resident category, individuals or families.

Abu Dhabi Real Estate Centre now allows a financing bank to be named on an off-plan mortgage registration certificate before handover. Buyers who have paid 50 per cent of the purchase price can mortgage the unit, with the bank funding the remaining instalments and the handover payment. Aldar completed the first transaction on 4 September 2026.
